A video shows Milwaukee County Judge Hannah Dugan speaking with ICE agents before the attempted arrest of Eduardo Flores-Ruiz, an undocumented immigrant facing domestic abuse charges.
Prosecutors allege Dugan helped him evade arrest by directing agents away and allowing him to exit through a restricted door. Surveillance footage shows Flores-Ruiz fleeing before being apprehended outside.
Dugan was later indicted for obstructing justice and concealing an individual from arrest. She pleaded not guilty, citing judicial immunity. The Wisconsin Supreme Court has suspended her duties.
Flores-Ruiz also faces federal charges for reentering the U.S. illegally after a prior deportation.
